Research shows that, while pay has some affect on employee motivation, what is clearer is that perceptions of excessive pay at the top of the organisation can have a corrosive effect on employee trust and engagement. Some senior salaries in the public sector have ballooned in parallel with some in the private sector. Should the priority now be for responsible and fair pay policies in public bodies?

  • Should senior staff show leadership in pay restraint to deliver value for money from the public sector pay-bill?
  • Is fair pay in the public sector a legitimate goal?
  • What are the practical issues involved in implementing a 20:1 ratio?
