What would constitute a good youth labour market and how should we go about building it?

Despite recent falls in youth unemployment, policy makers, business leaders, educators and third sector organisations must guard against complacency. Youth unemployment was on the rise before the recession and will not be solved by the recovery alone. Transitions from education to employment have become increasingly difficult, and a growing proportion of young people - when they do move into work – are becoming stuck in low paid low skilled jobs with limited opportunities for progression. 

This has severe implications both for social mobility and for the future of the UK’s economy. If we don’t act urgently now to tackle issues of unemployment, low educational attainment, and create progression paths for young people both the public purse and the economy will suffer.
