There is such as thing as ‘the good bureaucrat’. Both the public and the Government perceive there to be a difference between the ‘essential frontline’, such as teachers and nurses, and those working in ‘nonessential’ bureaucratic roles – for example, tax collectors, benefits administrators, etc – even though they are key workers performing a crucial social and economic function.
