Making The Most of Public Services: A systems approach to public innovation

A productivity miracle is currently being demanded from our public services – services face the triple lock of shrinking public spending, expanding service demands and a broad reform agenda. Looking at two case studies – international education and the NHS – this paper highlights that the government is struggling to understand how to support innovation within public services, and that this will impact on the future performance of both public and private sectors.
