Zero Hour Contracts: response to the BIS consultation

This submission sets out The Work Foundation’s response to the consultation exercise announced by the Department for Business, Innovation and Skills (BIS) in December 2013. It focuses on three areas:

  • An update on some of our previous work and an overview on the evidence around zero hours contracts (ZHCs).
  • A comment on some of the specific issues raised in the BIS consultation about exclusivity, mutuality, and transparency together with other levers the government has available to influence the use of zero hours contracts.
  • Suggestions to improve the statistical measurement of zero hours contracts and contingent work more generally in the UK labour market.
