Presents the results of a survey of frontline public sector workers' views on their work and on public sector ICT projects. Considers how ICT can be implemented more effectively and provides a whole-system framework for managing ICT-enabled projects. Makes recommendations for the better implementation of ICT-enabled projects in the public sector.
